Jenn McMahon, Account Executive, ACT
With over 25 years in Workforce, McMahon's roles have included employment counseling for college students, assisting employers in making smart hiring decisions, providing employers with customized trainings and workforce development tools, accessibility solutionist, member of various government workforce boards/sector councils, and was the statewide trainer/manager of testing sites for ACT’s Workforce Products for years. All of McMahon’s experience has been committed to serving people with disabilities and vulnerable underserved individuals seeking employment, independence, and equality. She was a WorkKeys customer for six years prior to joining ACT over seven years ago.  McMahon currently oversees a number of states using ACT Workforce Solutions, along with the partnership with all Federal Bureau of Prisons (120+) across the nation.

Cindy Hill, Ph.D. Industrial/Organizational Psychologist, ACT
Dr. Cindy Hill is an industrial/organizational psychologist on ACT’s Behaviors and Skills Measurement team. She has contributed to ACT Workforce Solutions for 27 years. Her expertise encompasses a comprehensive suite of job analysis, test development, and test validation skills for widely used assessments and bespoke company-specific tests. As part of ACT’s collaboration with the Association for Talent Development, Dr. Hill has been instrumental in creating the test design and delivery certificate program. As the program’s facilitator, she empowers professionals with the knowledge and tools necessary to design and implement effective assessments.

Carol Ogletree, Ph.D. Senior Industrial/Organizational Psychologist, ACT
Dr. Carol Ogletree is a senior industrial/organizational psychologist at ACT. She has trained and authorized hundreds of job analysts to facilitate the profiling component of the ACT WorkKeys system, a comprehensive set of tools designed to improve workforce skills. Dr. Ogletree implements the WorkKeys system with clients, gives presentations to system users and others, provides customer support, and plays a role in enhancing the design of the WorkKeys Profiling Training program. She has conducted role delineation studies for certification and licensure clients as well as various job analysis projects for ACT’s corporate clients. Dr. Ogletree also implemented the development of WorkKeys tools for career coaching.

Helen Palmer, Ph.D. Director, Industrial/Organizational Psychology
Dr. Helen Palmer is Director of Industrial/Organization Psychology in ACT’s Measurement and Research Development  area.  During her tenure at ACT, she has worked to advance the organization’s workforce initiatives.  Dr. Palmer played a key role in developing WorkKeys profiling, consulting with ACT’s clients on the implementation of WorkKeys and addressing the efficacy and validity of the WorkKeys Assessments.  She has extensive experience in the assessment field, particularly assessment use in an employment context. Prior to joining ACT, Dr. Palmer consulted in the field of personnel selection.
